At a Technology Council meeting on April 2, 2001, members made recommendations for revisions to the NH plan, in light of the new national technology plan.  We encourage you to read the April 2001 meeting notes.

At a subsequent Council meeting on June 11, 2001, the following goals and objectives for a new state plan were outlined.  This document was prepared for members to use in garnering feedback from their respective stakeholder groups.

The Technology Council will reconvene on October 11, 2001 to discuss feedback from the field and further revisions of this document.

 

GOAL 1: ALL STUDENTS AND TEACHERS WILL HAVE ACCESS TO INFORMATION TECHNOLOGY IN CLASSROOMS, SCHOOLS, COMMUNITIES AND HOMES.

This goal aligns with the 1998 NH objectives related to planning (1.1), hardware (1.2), and access (1.3). The following local and state benchmarks relate to this new state goal.

District Technology Planning

Each NH public school district will have an updated three-year district technology plan.

  • Approved tech plan
  • Integrated with DEIP/LEIP and Master Professional Development Plans
  • Referenced to components of the NHDOE Technology Planning Guide
  • NHDOE encourages and supports district to update Local Tech Plans annually
  • At least one identified recipient of electronic communications (ETNews) from the Office of Educational Technology

NHDOE will work with a team of technology coordinators to ensure that all district technology plans are reviewed.

  • Insure local school district perspective
  • Reviewers will meet quarterly to review newly submitted tech plans

NHDOE will update the Technology Planning Guide periodically to reflect recommendations for technology planning.

  • Recommended hardware, software, and integration support ratios
  • NHDOE will develop an online tech tools reference area categorized by types of tech tools (wireless laptops, digital cameras, PDAs, etc.) with descriptions of effective educational uses and research citations.

NHDOE will explore feasibility of an online technology planning system that combines the online Technology Survey with the district Technology Plan.

  • Include provision for yearly update of Local Technology Plan
  • High priority to have this available as a web document

Technology Tools

Each NH public school will have a ratio of 5:1 students per modern multimedia computers.

Each NH public school teacher will have access to a modern multimedia computer and presentation system

Each NH public school will identify a structure for providing technology support equivalent to one staff person for no more than 100 computers.

Each NH public school district will provide a wide variety of technology tools (both hardware and software) available for use by staff, students and community.

Connectivity

Each NH public school will have high bandwidth access to the Internet via broadband, wired, or wireless.

Promote, in collaboration with state agencies and other stakeholders, the development of a statewide network.

Each NH public school classroom will have high bandwidth access to the Internet and school district WAN.

Each NH public school district will offer community access to technology resources.

 

GOAL 2: ALL TEACHERS WILL USE TECHNOLOGY EFFECTIVELY TO HELP STUDENTS ACHIEVE HIGH ACADEMIC STANDARDS.

This goal aligns with the 1998 NH objective related to teacher professional development and support (1.5). The following local and state benchmarks relate to this new state goal.

Professional Development

Each NH public school will administer the Level of Technology Integration (LoTI) Teacher Self Assessment Survey each year for all teaching staff.

Each NH public school will have at least one teacher trainer familiar with resources available through the NH Educators Online (NHEON).

NHDOE will coordinate training to school districts in the use of NHEON

Each NH public school will be provided opportunities for professional development program funding through TLCF or equivalent

Mentor teachers at PT3 school partner sites will engage in project activities and assist in creation of online resources available to all NH educators through NHEON

NHDOE will partner with statewide providers to provide frequent high quality professional development opportunities to NH teachers.

Each NH public school will provide a structure and support for technology integration into the curriculum

Each NH school district will provide technology professional development opportunities for administrators.

Teacher Standards

NHDOE will ensure that NH teacher certification standards and program approval process incorporate technology standards (NETS-T) and Information Power Standards.

NHDOE will ensure that teacher standards information is made available online via ETNews and NHEON

NHDOE will ensure that technology standards continue to be included within Local School District Master Professional Development Plans

 

GOAL 3: ALL STUDENTS WILL HAVE TECHNOLOGY & INFORMATION LITERACY SKILLS.

This goal aligns with the 1998 NH objective related to effective and engaging software and online resources (1.4). The following local and state benchmarks relate to this new state goal.

Student Standards

Each NH public school district will identify and implement student technology and information literacy competencies including an assessment component

NHDOE will ensure that NH curriculum frameworks incorporate technology and information literacy competencies

NHDOE will evaluate updating the NH student technology literacy standards

NHDOE will ensure that NH student competencies information is made available online

NHDOE will identify models of technology curricula and disseminate via ETNews and NHEON web site.

Instructional Opportunities

NHDOE will explore the feasibility of creating a state secondary school focused on math, science, and technology.

NHDOE will assist schools with the development of policy and practice in the use of online courses, tutoring, and online alternative programs.

NHDOE will collaborate with statewide providers to develop an online learning policy and practice resource guide, made available on NHEON and via ETNews.

 

GOAL 4: RESEARCH AND EVALUATION WILL IMPROVE THE NEXT GENERATION OF TECHNOLOGY APPLICATIONS FOR TEACHING AND LEARNING.

This goal aligns with the 1998 NH objectives related to teacher professional development (1.5) and to effective, engaging software and online resources (1.4). The following local and state benchmarks relate to this new state goal.

Dissemination of Research and Evaluation Information

NHDOE will ensure dissemination of PT3 research findings to NH educators

NHDOE will ensure dissemination of key research and evaluation information through a variety of means

NHDOE will explore feasibility and usefulness of collaboration with NH higher education institutions to develop a statewide technology research agenda within each graduate education program and plan for dissemination.

NHDOE will promote action research, when possible, using available funding streams

GOAL 5: DIGITAL CONTENT AND NETWORKED APPLICATIONS WILL TRANSFORM TEACHING AND LEARNING.

This goal aligns with the 1998 NH objectives related to teacher professional development (1.5) and to effective, engaging software and online resources (1.4). The following local and state benchmarks relate to this new state goal.

Virtual Schools

NHDOE will explore the feasibility of developing online high school(s).

Digital Resources

NHDOE will collaborate with other statewide providers and educational organizations to ensure a statewide effort to digitize rich education materials and make available through NHEON web site.

NHDOE will work with Tech Council members to explore feasibility of aggregating demand for digital content and networked applications.

NHDOE will assist schools with the development of policy and practice in the use of student information systems (both local and web based) to provide access to grades, etc.

Collaboration with statewide providers to develop a technology policies and practice resource guide made available on NHEON and via ETNews
