No Child Left Behind: Title II Part D
Enhancing Education Through Technology

With the passage of the No Child Left Behind Act in January 2002, a new program was established within Title II Part D to provide federal funding to schools for educational technology. This program is called Enhancing Education Through Technology (E2T2). There are several types of allowable activities for using these federal funds, including providing access to technology resources, professional development, technology literacy instruction, community connections, and evaluation. On this page, you will find links to information about current year and previous year funding.

 
Transfering Funds into Title II-D
6th Round Title IID Grants

FY2008 Allocation Funding: Round 6 (2007-08)

Under the federal REAP and FLEX guidelines, districts still have the option of transferring funds from other programs into the Title II-D program in order to use such funds for activities allowable under the Title II-D program. To do this, districts should submit their common pages as usual and then submit a Title II-D Funds Transfer Application and OBM Form 1. Such transfers will then be reviewed by the program managers for both title programs.

Grantee Requirements:

  • Local Technology Plan - Ensure that your district has an approved tech plan and is CIPA compliant.
  • Professional Development - Use at least 25% of your district's allocation award for ongoing, sustained, and intensive high quality professional development. Districts are encouraged to take advantage of the professional development opportunities provided through the Local Educational Support Center Network (LESCN).
  • LoTi Survey - Ensure that 75% of your staff complete the LoTi survey on an annual basis.
  • Technology Survey - Complete the annual NH School Technology Survey for each school in your district.
  • Technology Progress Report - Ensure that a Tech Progress Report (this is a Word document) has been submitted for the previous funding years.

FY2008 is Round 6 for the 2007-08 Academic Year

The 2007-08 Enhancing Education through Technology grants to districts (commonly known as No Child Left Behind, Title II-D Grants) were issued in FOUR PHASES during 2007-08. Each phase has a separate application process and separate due date. The Local Educational Support Center Network (LESCN) is involved in varying degrees in all four phases.

FY2007 Allocation Funding: Round 5 (2006-07)

Due to the changes in federal legislation for Title II-D and the signficant decrease in funding for this program, no formula funding will be issued by Title II-D this year. However, under the federal REAP and FLEX guidelines, districts still have the option of transferring funds from other programs into the Title II-D program in order to use such funds for activities allowable under the Title II-D program. FY2007 Basic Competitive Grants: Round 5 (2006-07)

  • Project Period - 12/15/06 to 12/31/07. Obligations must be reported by a school district no later than the quarterly report which ends December 2007, with expenditures reported by the March 2008 quarterly report. Failure to submit these reports by April 10, 2008 will result in the forfeiture of any outstanding funds. Districts needing to extend their project period beyond 12/31/07 need to send an email request to Cathy Higgins by no later than 11/30/07 with a rationale for the extension.
  • A minimum of 25% of these funds must be used for professional development.

LESCN Locations

Local Educational Support Centers Network (LESCN)

The mission of these centers is to provide high quality training opportunities that will empower teachers and show a positive correlation to student achievement. Programs provide high quality professional development to increase teacher quality by increasing their content knowledge, teaching skills, and use of classroom technology. FY2005 Allocation Funding: Round 3

  • October 28, 2004 - Application released
  • February 28, 2005 - Application deadline
  • Project Period - Round 3 funds are available for obligation by subgrantees from about 4/1/05 to 6/30/06. Obligations must be reported by a school district no later than the quarterly report which ends June 2006, with expenditures reported by the September 2006 quarterly report. Failure to submit these reports by October 10, 2006 will result in the forfeiture of any outstanding obligations.
  • A minimum of 25% of these funds must be used for professional development.
 

FY2004 Allocation Funding: Round 2

  • September 8, 2003 - Application released
  • January 19, 2003 - application deadline
  • Project Period - R ound 2 funds are available for obligation by subgrantees from about 3/30/04 to 6/30/05. Obligations must be reported by a school district no later than the quarterly report which ends June 2005, with expenditures reported by the September 2005 quarterly report. Failure to submit these reports by October 10, 2005 will result in the forfeiture of any outstanding obligations.
  • A minimum of 25% of these funds must be used for professional development.

FY2004 Phase One:

On September 22, 2003, the Office of Educational Technology released the application for the FY04 competitive grants to school districts through Enhancing Education Through Technology (FY04 application available in PDF or Word document versions). This was a two phase competitive application process. School districts interested in forming a local educational support center in their region were selected in phase one to work together with the NHDOE and the four existing centers to develop consortia.

FY2004 Phase Two:

Applications for phase two of the process resulted in the creation of two satellite local support centers in May 2004. (Teams which were successful in phase one as described above were eligible to apply for phase two.) Visit the LESCN website for more about the Center network.

FY2003 Allocation Funding: Round 1

  • November 4, 2002 - Application released
  • January 17, 2002 - Application deadline
  • Project Period - Round 1 funds are available for obligation by subgrantees from 3/30/03 to 6/30/04. Obligations must be reported by a school district no later than on the June 2004 quarterly report. Expenditures must be reported by the September 2004 quarterly report.
