ARRA EdTech Grants

Use the links on this page if your district received an ARRA Ed Tech grant award in 2009-10 for the 21st Century Classrooms Initiative.

SETDA Collab District Survey (Spring 2010 & Spring 2011)

  • This survey was developed as part of a 50-state effort to understand the impact of the ARRA Ed Tech Program in schools across the country. A pre and post survey will be conducted.

Spring 2011 SETDA survey

District and School Technology and Readiness (STaR) Chart (Spring 2009, Spring 2011)

  • Purpose: Districts and their schools self-assess status with regard to infrastructure, support staff, professional development, leadership, and access to resources in order to inform technology planning.
  • Completed by: District or School Technology Coordinator / Director
  • When: Spring 2011
  • Decision points: This instrument was first used with the ARRA Ed Tech grant application process. The chart allows schools and districts to systematically assess progress toward tech plan goals and objectives. Districts with multiple school buildings are strongly advised to complete STaR Charts for each school first and then aggregate the results to the district chart.

Case Study Report (Fall 2010 & Spring 2011)

  • Purpose: Gather quantitative as well as qualitative data from grantees to understand the impact of a project -- to "tell your story." These reports are often used for submission to national organizations for journal articles, federal program reporting, and Congressional reports because they provide both content and context.
  • Completed by: Grant Project Manager in consultation with other project participants
  • When: An iterim (Fall 2010) and final case study report (Spring 2011) is required of all districts.
  • Decision points: Districts must ensure that the project is implemented in a timely manner and data is collected, so that there is adequate information to use for the Case Study Report.

On-site Focus Groups (Spring 2010 & Spring 2011)

  • Purpose: Discussions with participating educators can reveal areas of interest and need, as well as provide qualitative data to support quantitative reporting.
  • Completed by: Two groups of participants at each grant site will meet separately with program evaluators. These include project manager, teachers, and administrators.
  • When: Annually - Spring 2010 & 2011 (pre and post analysis)
  • Decision points: The implementation of an external evaluation of the program allowed focus groups to be a part of the evaluation for the first time. Project managers must ensure that the date, time, and meeting rooms for focus group sessions are planned ahead with the evaluation interviewers.
 

District Tech Survey (Spring 2010 & Spring 2011)

  • Purpose: Gather data about district progress with technology planning and implementation. Survey data is often used to identify trends statewide.
  • Completed by: District Technology Coordinator / Director
  • When: Annually - Spring 2010 & 2011
  • Decision points: This instrument is similar to previous years’ District Technology Surveys. Only one survey per district should be completed. It is important, however, for the completer to review the questions ahead of time and consult with other district staff to ensure responses are as accurate as possible.

School Tech Survey Part 1 - Access (Spring 2010 & Spring 2011)

  • Purpose: Gather data about progress with technology planning and implementation at the school building level. Survey data is often used to identify trends statewide.
  • Completed by: District or school technology coordinator in consultation with curriculum coordinator, professional development coordinator, and others as applicable.
  • When: Annually - Spring 2010 & 2011
  • Decision points: This instrument is similar to previous years’ School Technology Surveys. Only one survey (both parts) per school should be completed. It is important, however, for the completer to review the questions ahead of time and consult with other school staff to ensure responses are as accurate as possible. Please note that there are two parts using two separate links and two Word versions for data gathering.

ARRA EdTech Educator Survey (with required consent form) (by October 22, 2010 & Spring 2011)

  • Purpose: Learn about teachers' experience, planning and preparation for teaching with technology, classroom environment, instructional practices, and professional responsibilities.
  • Completed by: all teachers and teaching specialists in a school.
  • When: It will take about 15 minutes for an educator to complete this. Data collection should occur at the beginning of the project period (pre-survey) and again near the end of the project (post-survey).
  • Decision points: Title II-D grant districts are required to include all, or nearly all, teachers in this survey effort in order to best understand the impact the grant project may be having on learning in the school. It is important to stress that the more complete your data set, the more you will be able to make meaningful data-informed decisions about matters that can help create truly 21st century learning environments for all students. When accessing the survey URL, educators will first see a consent form which must be completed before they can go on. Upon completion (and clicking “Submit”), educators will be directed to the NH EdTech Educator Survey questions.

Classroom Walkthrough Tool (with instructions for use & with required consent form) (Weekly during 2010-11 academic year)

  • Purpose: To better understand organizational aspects of an educator's instruction (e.g., student groupings), instructional practices, content taught, uses of technology (both teacher's and students’), and student engagement. Walkthroughs may occur either announced or unannounced, and require no interaction with teachers or students so should not disrupt teaching and learning in the classroom.
  • Completed by: Peer coach, team teacher, principal, or other
  • When: This walkthrough instrument will take about 10 minutes to complete each time it is used. Based on input from ARRA grantees, it is to be used weekly over the academic year, such as beginning in October and ending in May. It is expected that visits will take place year-round in a systematic fashion and be done as frequently as possible, as the quantity of data impacts the strength of the analysis and helps identify trends. 
  • Decision points: This instrument has an accompanying technical document that should be reviewed by all individuals who will be conducting the observations. The document gives guidance on all terms appearing in the walkthrough instrument, some of which may be new and/or unfamiliar to the observer. It is up to the discretion of each grantee project manager and staff to determine whether classrooms outside of the 21st Century Classrooms grant will also participate in the observations. 
  • A consent form must be completed prior to observations taking place in a teacher’s classroom.

EETT Student Survey for Grades 4-12 (with required consent form) (by October 22, 2010 & Spring 2011)

  • Purpose: Understand the impact of technology integration on student engagement and learning.
  • Completed by: Groups of students in comparison and control group classrooms, as determined by administrators of the school.
  • When: It will take about 15 minutes for a student to complete this. Data collection should occur at the beginning of the project period (pre-survey) and again near the end of the project (post-survey).
  • Decision points: Before using the student survey, teachers must obtain parental consent using the consent form provided.

LoTI Survey (district billed directly from LoTI Connection) - Grantees are required to use the EdTech Educator Survey listed above, but they may choose to also use the LoTI Survey if they wish. This would be in addition to the Educator Survey, not in place of it.
